Azerbaijan, long known for its oil and gas wealth, is quietly undergoing a transformation in its energy sector. The country has significantly expanded its renewable energy capacity over the past two decades, signaling a strategic shift toward a more sustainable and diversified energy mix.

According to a data analysis, based on official figures from the State Statistics Committee, Ministry of Energy, and the State Agency for Renewable Energy Sources, Azerbaijan’s installed renewable energy capacity has grown by 74%, or 717.8 megawatts (MW), since the approval of a national renewable energy programme in October 2004.

Growth Driven by Policy and Partnerships

In 2004, Azerbaijan’s renewable energy capacity stood at an estimated 970 MW. A significant boost occurred following the ratification of the Statute of the International Renewable Energy Agency (IRENA) in May 2014, which coincided with a further 50.7% increase, translating to an impressive 567.9 MW of added renewable capacity.

As of July 2024, the installed capacity of renewable energy sources in the country amounted to 1,687.9 MW. This is 30.7%, or 396.6 MW, more than 5 years ago.

Strategic Shift Amid Economic and Environmental Pressures

For much of its recent history, Azerbaijan’s economy has been heavily dependent on hydrocarbon exports. However, volatility in global oil markets and increasing global climate obligations have prompted a strategic reassessment.

Renewable energy development is now seen as a pathway to enhance energy security, reduce exposure to fossil fuel price swings, and open new markets for clean energy exports.

Green Energy Connections Beyond Borders

Azerbaijan is also taking concrete steps to integrate into the broader regional green energy network. In September 2024, it joined Romania, Hungary, and Georgia in launching a project to build a submarine power cable under the Black Sea, aimed at delivering renewable electricity directly to Europe.

Earlier in May, the country signed a preliminary agreement with Kazakhstan and Uzbekistan to develop an interconnected energy corridor across Central Asia, including an undersea cable beneath the Caspian Sea.

In 2022, Azerbaijan partnered with Australia’s Fortescue Future Industries to begin development on 12 gigawatts of wind, solar, and green hydrogen projects for future export.

Future Targets and Climate Commitments

Azerbaijan has committed to reducing its greenhouse gas emissions by 40% by 2050 and plans for renewables to make up 30% of its energy mix by 2030. An updated Nationally Determined Contribution (NDC) under the Paris Agreement is expected in the near future to reflect these targets.

While challenges such as infrastructure modernization and attracting continued investment remain, Azerbaijan’s remarkable progress to date marks a decisive step toward long-term sustainability. With ongoing regional cooperation and strengthening global partnerships, the country is rapidly positioning itself as a pivotal green energy supplier at the strategic crossroads of Europe and Asia.
